Localization: Submission of Applications and Creation of Goods by the Manufacture

On August 18, 2022, Prozorro introduced a new indicator – the level of localization, which will be used in the public procurement of a certain group of goods.

 

What Is the Level of Localization?

According to paragraphs 29-1 of part 1 of Art. 1 of the Law of Ukraine "On Public Procurement" as amended on 14.07.2022 (hereinafter – the Law), the level of localization of production is an indicator of the local component in the share of the cost of raw materials, materials, assemblies, parts, components, works, services and other components of domestic production in the cost of goods that are the subject of purchase.

 

According to the Law, customers purchase goods for an amount equal to or more than 200 thousand hryvnias, taking into account the fact that in 2022 the level of localization of the production of goods should be equal to or exceed 10%. Every year, the percentage of the level of localization will grow by 5 units, until 2028 inclusive, until it reaches 40%.

 

For suppliers to offer a product with a level of localization, the manufacturer of this product must register on the SmartTender.biz site and add their product to the system. How to do this – see in this manual.

 

Step #1 – Registration and Authorization on the Site

If you are a manufacturer of goods, you must register on SmartTender.biz as a "Supplier". To do this, use the step-by-step registration instructions.

 

If you are already registered, log in on the site. To do this, click "Login" in the upper right corner of the page. Enter your data in the form and click "Login" (fig. 1) or select "Log in via QES/AES" or "Log in via EHealth" if you registered with them.

Step #2 – Qualification

Open the product manufacturers page. To do this, go to the Prozorro Market section on SmartTender.biz and select the "Manufacturers Register" item (Fig. 2).

Click "Apply" (Fig. 3).

The application page will open on the screen. Until the application is submitted, it is displayed in the "Draft" status (Fig. 4).

You can upload documents to the application. To do this, click "Choose files", select the necessary documents on your computer and download them (Fig. 5).

Next, click the checkmark opposite the agreement with the terms of the announcement (Fig. 6).

After that, you can apply by clicking "Apply" (Fig. 7).

The application must be signed by the QES/AES. As soon as you click "Apply", a pop-up window "Overlay of QES/AES" will appear. In it, download the key file, enter the key protection password and click "Sign" (Fig. 8).

 

Please note! It is not possible to edit the application. Access to the application page disappears when it is submitted/signed by the QES/AES.

The decision on the application is made automatically.

 

After the application has been submitted and a decision has been made, the system will create a detailed information page for you as a manufacturer. You will be able to add goods there.

 

Your detailed information page can be found on the manufacturer registry page using the "Manufacturer" and "Dates" filters (Fig. 9).

Step #3 – Adding Products

To add products on the manufacturer's detailed information page, click "Add product" (Fig. 10).

The product creation page will open on the screen (Fig. 11).

Select the profile to which the product you want to add belongs and fill in all required fields. The list of profiles was determined by the list of product groups specified in the Law.

 

Next, determine the level of localization by clicking "Calculation of the value of the level of product localization" (Fig. 12).

A pop-up window will appear on the screen, in which you need to fill in all the fields and click "Save" (Fig. 13). The system will automatically calculate the level of localization.

Next, you can download the documents for the product. To do this, click "Choose files", select the necessary documents on the computer and download them (Fig. 14).

Click the check mark opposite the confirmation text (Fig. 14).

 

After entering all the data, click "Save" at the bottom of the page. It is not necessary to put a QES/AES signature on the product. This can be done later on the manufacturer's detailed information page (Fig. 15).

 

Please note! It is not possible to edit the product after saving.

The system will generate the document "Application for inclusion of the product in the list of products with a confirmed level of localization.pdf" with the entered information on the product.
