What is Prozorro Market?

This is an online store where government customers purchase goods. Prozorro Market was created to radically improve the threshold procedures and make them more convenient. The marketplace format was chosen intuitively and comfortably for users, thanks to which it is possible to carry out an order as easily as in popular online stores.

To start working in the Prozorro Market, suppliers must enter prices for the most common products that were previously added to the Prozorro Market (the Prozorro Market is administered by the Professional Procurement State Institution and the Medical Procurement of Ukraine State Enterprise).

The customer only needs to select from the list the goods he needs, the price of which has already been fixed by the supplier and click on the order button. The supplier will receive information about the order, accept it, and a report on the concluded contract will be automatically generated in the system.

Who can become a supplier in Prozorro Market catalogs?

Registered users of the SmartTender.biz platform can become suppliers in the Prozorro Market. To do this, they should submit an application to the Medical Procurement of Ukraine State Enterprise (for medical supplies) or the Professional Procurement State Institution (for other categories), providing a minimum package of documents. After qualification, the supplier can proceed to the placement of goods on the pages of the catalog using the personal area, guided by the appropriate instructions.

How to become a Prozorro Market supplier?

Qualification of suppliers of consumer goods is carried out by the Professional Procurement State Institution.

You can find the list of already opened classes of goods by corresponding signs here.

If the required category of projects is not available yet, you can apply its addition to the Central Procurement Organization by filling out the form.

You have to do the following steps for qualification:

- join the terms of the cooperation agreement by filling out a joining-letter for participation in projects;
- qualify for each class of goods that are planned for delivery through electronic catalogs.

To qualify, confirm the experience of delivering goods of the selected category in one of the ways:

Method 1. Suitable for those who already have experience in Prozorro. Indicate that you already have 5 completed transactions for the supply of goods of the selected category. These transactions must be confirmed by reports on their execution, published in Prozorro. You can check the status of the execution of contracts in Prozorro in 2 minutes by yourself. Method 2. Suitable for all suppliers. To confirm the experience, provide a set of documents consisting of a certificate of experience in the delivery of a similar product and 20 consignment notes. By “similar” you should understand a product that belongs to the same class of product you qualify. You can provide a certificate by providing a scanned copy from the original.

Method 3. Suitable for all suppliers. To confirm the experience, provide a set of documents consisting of a certificate of experience in the delivery of a similar goods and 20 tax invoices (or data from the register of tax invoices). You can download tax invoices from the MeDoc system, select the PDF format, select “With receipt”, make a statement with a list of 20 tax invoices, sign and scan.

Documents must be sent to the email address catalog@cpb.org.ua.

The electronic catalog Prozorro Market in the field of medical goods and pharmaceutical products is administered by the State Enterprise “Medical Procurement of Ukraine”.

You have to do the following steps to start selling your goods through the e-catalog:

1. Define the class of goods for which you want to provide offers through the electronic catalog by the 4 sign DK 021: 2015 “Unified Purchasing Dictionary”.
2. Read the terms of the contract of accession and fill out the form.

After completing these steps, send the following documents that necessary for passing the qualification to the email address ovsiannikov@medpro.health:

1. The constituent documents of a legal entity and documents confirming the authority of an official (executive) person:

- - a copy of the charter or a link to the open registry where the charter is published;
  - a copy of the certificate of registration of the payer of value added tax (if you are a payer of value added tax), or a copy of the certificate of payment of the single tax (if you are a payer of the single tax), or relevant extracts from the registers;
  - an extract from the protocol of the founders, the order of appointment, power of attorney, surety, or other document confirming the authority of the official (executive) person of the participant to sign the relevant documents. The powers of the participant - an individual entrepreneur - are confirmed by a passport (pages 1-2, pages 3-6 - if there are entries);
  - the documents submitted by an individual entrepreneur are also accompanied by a letter of consent to the processing of personal data.

1. A certificate of experience in the supply of similar goods with the obligatory indication of the class of goods that you plan to sell using electronic catalogs, invoice numbers and dates of delivery of goods. Certificate template.
2. Copies of expenditure invoices, with signatures or seals of the parties, which confirm the fact of delivery of goods during the current year and/or the previous reporting year, and to which there are links in the certificate. The number of invoices for the specified period for each category should be at least 20.
3. A copy of the license for the right to carry out wholesale trade in medicines (only if documents are submitted to the category “Pharmaceutical products”).

If you have already qualified to participate in the catalogs, you need to register to work on selected online platform.

How to add offers to the catalog?

Go to the main page of the SmartTender.biz platform and go to your personal account in the “Prozorro Market. Offers” (Fig. 1).

Click the “Add Offer” button (Fig. 2).

Fill out the form for adding goods to the Prozorro Market (Fig. 3).

Consider each field individually:

1. Product. Click the “Select” button and select the product you want to add to the Prozorro Market from the drop-down list. The list of products is limited to the purchase categories for which you qualified.
2. The contact person. Selected from the list of accounts of your company. In the future, letters with applications for the purchase of goods published by you will be sent to the email address of the selected account.
3. Price – unit price including delivery.
4. Notes – an optional field. If desired, additional information for the customer can be registered in it.
5. Delivery region - an optional block to fill. If you select "Region" and/or "City", this means that your price applies only to this region and/or city.

To save the product in the Prozorro Market, click the "Save" button.

How to edit the offer information?

To make changes to the product added to the Prozorro Market, click the “Edit” button (Fig. 4).

In the open form you can make any changes and click the "Save" button (Fig. 5).

How to remove goods from Prozorro Market?

To remove an item from Prozorro Market, click the “Edit” button (Fig. 7).

To restore the product in the Prozorro Market, click the “Edit” button (Fig. 10).

How to Import Offers from Excel?

To save your time, you can download all your offers in a few steps by importing an Excel file with information about your products. To do this, click the "Import from Excel" button (Fig. 13).

After that, you will be prompted to download the file template - an already prepared Excel file that you need to fill out to add offers. To download the template, click “Yes”. To continue downloading, click “No” (Fig. 14).

We recommend using the template to import offers, as this will simplify and facilitate the process of adding products.

To download a ready-made Excel file, click the "Import from Excel" button. In the window with a proposal to download the template, click "No". Select the file you want to upload and click “Send” (Fig. 15).

How to Export Offers to Excel?

You can also upload all offers to Excel on your device. To do this, click "Upload to Excel" (Fig. 16).

Important: if the offer status is not selected, all offers are unloaded: current and canceled.

If you want to unload separately current or canceled offers, first select the offer status in the "Offer status" filter (Fig. 17).
